May 14, 2025

The Galatia Village Board of Trustees met for their regular scheduled meeting on May 14, 2025, at 6:00 p.m. with Mayor Steve Sloan presiding. The following were present for roll call: Donald Bond, Kenny Stevens, Darlene Higgins, Bill Campbell and Derrick Fletcher. Also, present; were Jaleigha Jones, Monica Ross, Travis Farley, Andrea Weeding, Eric Weeding, Jeron Farley, Jarod Campbell, Justin Aud, David Gammage, Tina Sloan, Jacob Allen, Rylee Allen, Jennifer Wiggins, Allison Allen, Paula Allen, and Brenda Davis . Absent Perry Whitlock

Motion made by Fletcher and seconded by Stevens to approve minutes of April 14, 2025 regular meeting. Roll call vote: Ayes 5 Nays 0. Motion carried. 1 Absent.

Motion made Fletcher seconded by Stevens to approve the April Treasurer’s Report. Roll call vote: Ayes 5 Nays 0. Motion carried. 1 absent.

Motion made to approve April General Ledger. Roll call vote: Ayes 5 Nays 0. Motion carried. 1 Absent.

Motion made by Stevens and seconded by Bond to approve April Monthly Bills. Roll call vote: Ayes 5 Nays 0. Motion carried. 1 Absent.

Swearing in of Mayor Paul Wiggins, Board member Corey Toler, Derrick Fletcher and Bill Campbell.

BROWN AND ROBERTS- contract A- Allen road and Payne road culvert replacements-pay estimate #2-24-197-02 – $175,755.79- Motion made by Campbell and seconded by Fletcher to approve. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

DCEO energy transition grant Contract C- Sanitary Sewer Improvements-25-037-01- $30,656.16- Motion made by Campbell and seconded by Fletcher to approve. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

DCEO energy transition grant construction management oversight for culvert replacements-Invoice #2-$15,053.60- Motion made by Stevens and seconded by Higgins to approve. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

DCEO Energy invoice #1 $8,000- Motion made by Stevens and seconded by Higgins to approve.Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

Town wide clean up day to be set for July 7th-9th.

Motion made by Fletcher and seconded by Stevens to approve Mosquito contract for year 2025. Mosquito larvae check and treatment of the mosquito breeding sites in the corporate limits once every two weeks from May-October. Adult mosquito control applications through use of U.L.V machine 5 times during contract period. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

Motion made by Fletcher and seconded by Campbell to add Diane Ross to DCEO sewer grant and ENERGY GRANT account to be able to sign checks. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

Board discussion on animal control and making a holding place at the Village’s barn to hold dogs until Saline County is open and can take dogs that are picked up. Look into getting a pen and dog house. Call Saline County to ask how they do their holding and if there are any rules we need to be aware of on holding animals. Board decided to set a $1000.00 limit on getting a pen and supplies. Motion made by Fletcher and seconded by Stevens to approve. Roll call vote: Ayes 5. Nays 0. Absent 1. Motion carried.

Board discussion on getting a lawyer on retained instead of by the hour. Call lawyers around and get prices.

Board discussion on grass being to long and citing residents.

Board discussion from Jarod Campbell on Old Settlers Days maybe needing a couple people from the department for help with blocking roads. Going to try and get a couple police officers on duty for the duration of Old Settlers Days. Talking to lawyer about updating ordinance for Trespassing land/vehicle and disorderly conduct from a petty offense to a misdemeanor. Need to put cones by open man holes being worked on.
